A1: I depends on what type of map you are on and what units you are fighting
A2: Well it all depends on who your fighting and what Culture you are.
For the Romans, I find the the Praetorian are the best over all, but tend to be a bit weak again ranged units.
And for the Celtics, the Fanatic units are unparallelled in power, but lack any good armour.
