A1: I would go to the roof make the units go on that higher area on the right of the entrance to the roof and then make the workers go to a corner on the left then have your men move to the stair part were you went up and made the worker stay in the corner but have one of your units guard the workers thats how I beat it
A2: Once you get into the embassy and get the hostages, take them up to the roof and have them stay at the extraction point. then, just have your team watch the door from outside on the roof. just shoot 'em down one by one as they run up. do this for 10 min. and you're set
