Go into the city and keep exploring until you find a room with a blue eco vent, a couple of spinning dudes and some balls in holding things. You get the eco and run around touching all the balls..be quick, they stop spinning after a while. When you have them all spinning a door opens in the middle of the room, go inside press the button.
