A1: U find him not in the first part but the second part which on the map looks like a long rectangle he will be walking slowly with a umbrela

A2: You have to be on level 3.1 SECRET ENCOUNTER, not 3.2 GEISHA AND HIRED BLADE, you won't have to find Jyuzou instead. To unlock 3.1, beat level 2.1. To unlock 2.1, spare enemy(ies) on level 1, don't kill 'em all.
